Each set is a pair of washers with cams on the inner faces and serrations on the outer faces. When tightened, the serrations grip the mating surfaces.
The cam angle is greater than the thread pitch, creating a wedge effect: any movement happens only across the cams, so preload is kept and the bolt cannot loosen by itself.
